If you have received an error similar to the description below when trying to create a macOS User from Addigy:
These changes require the 'create-user' binary to be whitelisted in Mojave Privacy Controls. It appears you have not whitelisted them. Applying this change without the proper whitelist might break the user being created/modified.
This means that the permissions to create a user properly may be missing from the device.
Highlighted below is the required PPPC Profile:
This whitelists the the functionality in `/Library/Addigy` to properly create a user on the macOS device.
If we detect that the device is not enrolled into Addigy MDM and missing the PPPC Profile, we will proactively notify you in the User Interface:

When a user is attempted for creation, an event is created in Dashboard > Events or GoLive Device > Events:
In order to create a user successfully on macOS Mojave, the 'Create User' functionality needs to be whitelisted.
The only way to whitelist Privacy Preference Policy Controls (PPPC) functionality in macOS Mojave is with MDM.
Meaning the device needs to be enrolled into Addigy MDM or a similar MDM with the appropriate PPPC whitelisting.
