At the moment, Apple does not allow MDM solutions such as Addigy to remotely enable Location Services on iOS/iPadOS devices via MDM, nor is there a restrictions payload profile or Declaration to disable changing of that setting.
For an MDM Administrator to track the location of a device with no prior configuration, it would need to be placed into Managed Lost Mode.
If a device has Self Service from Addigy on v1.1.1 or later installed the Device Location feature can be used if access is granted device side and Location Services are enabled.
