If an end-user reports that their macOS device's dock is refreshing/the screen is flickering every ~30 minutes, this may be due to settings in items that are assigned to the device's policy - particularly the Dock Device Setting and Self Service Configurations.
When a Self Service configuration is enforcing the Self Service app to appear in the Dock ("Show Icon in Dock" setting), and a Dock Device Setting is also being deployed to the same device, refreshing/flickering behavior can occur.
To resolve this issue, best practice is to:

Add the Self Service app to the device's Dock Device Setting as a Static App:
/Library/Addigy/macmanage/MacManage.app - Un-check the Show Icon in Dock box in the device's Self Service configuration.
This will allow the Self Service icon to appear in the dock without being enforced by two separate mechanisms, which should prevent the refreshing/flickering behavior.
